Assuming your using an HDD for your OS drive ... it could be SuperFetch that's causing the delay.

Note: If your using an SSD for your OS drive, then SuperFetch shouldn't be causing any delay and is probably already disabled.
No, in fact I'm on a blazing fast HyperX Predator M.2 SSD.
It really is a case of suuuuperfast boot (like it should be), then staring at the desktop with the taskbar for like a minute, and then everything else loads.
During that minute I can click start, scroll programs, start the browser, etc. but nothing really opens up.
It will most likely be startups loading that take time. Mine do. Try a clean boot for comparison.
