Is it possible to have more control over processor time scheduler?

Last days I have tried some very cpu intensive tasks like some stock market software.

Sometimes my cpu (core i5 6600k @4Ghz) hits 100% what makes the pc to freeze for some seconds.

It would be very good if there is some way to limit cpu usage like this:

No software can use alone more than 98% cpu or no group of software can together, use more the 98% cpu.

Does anyone knows some way to do that and make it permanent?

The oddly named and rather old (free) program
    BES - Battle Encoder Shirase
can effectively set CPU limits per process.

Not tried it for a long time- I still have it installed.

Process Lassoo is another that claims to offer some level of control, probably by process priority- I remember looking at it years ago and never finding a use for it.

Process Tamer also functions by controlling process priority (free, not maintained)

Thanks dalchina! Im gonna check these software!
I really do not understand why Microsoft has not handled this scenario before!
Theres no meaning on letting you system reach 100% and getting completely locked for many seconds!
