Make sure itunes is disabled; as I suggested, you can try setting Defender to not scan external devices, and then beyond that, disable it as a test.
Note that if you disable Defender from its GUI it will only stay disabled for a time and automatically reenable itself.

At least its worth trying that to see what happens. You should be able to monitor disk I/O with the Resource Monitor (from your task manager).
I tried disabling USB Scan for External drive and defender as well but no changes occurred in disk usage.

Here's a new Trace file which showed 100% disk usage while getting maximum transfer rate.

Defender and itunes are now not significant.

If you copy a large file from and to your HDD and observe with the copy dialogue extended (you should see a graph) - or you could use task manager, performance tab- how do the transfer rates compare with those from your USB drive?

    Here you go.

First picture shows data transfer within internal HD.
Second picture shows data transfer from USB 3.0 to internal HDD.

Corresponding to the first, I see 27Mb/s, 62MB/s (my HDD-HDD)
    Corresponding to the 2nd, I see 65Mb/s, 135MB/s (my USB3-HDD)

What I do not see is disk usage at 100%. Figures are always under 50%, even
    when I copy SSD-HDD when I see 82MB/s, 221MB/s

So as Count Mike said, the limit on your USB3 transfer will be your disk's specification and performance.

I'm not sure how you calculated these figures
So basically getting a SSD is the only option here?

    Also from previous post,

Do you think write speed can be so much low on a new Hard drive?

As per this link: https://www.seagate.com/www-content/...1603-en_US.pdf, it shows that Data transfer can be up to 140 MB/s.

Should I ask Dell to give me WD or a different manufacturer hard drive or it is normal?

It means due to slow write speed my disk usage is high, right?

Your disk is being used to the maximum of its capacity, as far as I understand that.

What I wanted to know, is the disk performing at its best? If you check the disk specification the maximum read/write speed is 140 MB/s. Is the disk fine? I’m concerned about the disk since this is a replacement drive by Dell.

Also its not just with USB, even internal hard disk transfer takes disk usage to 100%

Can someone help me on this?

I've spoken to a lot of technicians from Dell and they think that its normal however it is not.

They told me that its a bug with new Win 10 but I installed Win 8.1 and still the internal transfer takes disk usage to 100% with transfer speed of 12/13 MBPS.
