One example here with examples of Windows Performance Recorder traces- in this case re-enabling superfetch helped.
Others have found exactly the reverse.
Disk usage 100% please help Solved - Page 5 - Windows 10 Forums

Post #5 here gives WPR settings (this thread lacks any response/conclusion, as do a number of such threads.
Constant 100% Disk Usage, 60-80% CPU usage. Both happen when idle. - Windows 10 Forums
I disabled Superfetch and noticed lack in performance so enabled it again however it doesn't affect the disk usage while transferring.

Here's the trace file while transferring data from USB. Irony is that the data speed used to be around 110 MB/Sec but now it was fluctuating so the disk usage never went 100% but was near about.

Not sure why. It works on my laptop.

Uploaded the rar again. Please have a look otherwise I might have to upload it to a different hosting.

Oddly Winrar wouldn't open it, but 7-zip would....

A very quick look suggests - perhaps surprisingly- itunes.exe is using a LOT of disk I/O, as is Defender
100% Disk usage while copying data from USB drive-1.jpg

However WPR also reported this on opening the trace:
100% Disk usage while copying data from USB drive-wpr1.jpg

You might check to see if not allowing Defender to scan USB devices helps.

Don't know why itunes is involved here- any ideas?

iTunes was run by mistakenly so it might have come over there.

Shall I disable the defender and see if it helps?

Make sure itunes is disabled; as I suggested, you can try setting Defender to not scan external devices, and then beyond that, disable it as a test.

Note that if you disable Defender from its GUI it will only stay disabled for a time and automatically reenable itself.

At least its worth trying that to see what happens. You should be able to monitor disk I/O with the Resource Monitor (from your task manager).

It would be difficult to find much slower HDD than that one, some older and small 5200rpm maybe. Is it partitioned ? Partitioning slow HDDs with one partition for OS and rest for data used to help somewhat in the past.
Try running some benchmark program like Crystal disk mark Download Crystal Dew World HDDs have lower speed when writing and USB3 has high transfer speed when reading from disk/stick. Probably faster than HDD can write.

Yes sir, there are 2 more partitions other than the OS one.
The maximum transfer rate of my USB 3.0 is 110MB/s.

I also ran CrystalDiskMark and was shocked to see the results.
    Hard drive: Seagate st1000lm035-1rk172.

Let me know if the settings are correct.

That's what I thought, writes are awful, you should really consider an SSD.

Yes I'll do that soon but do you think write speed can be so much low on a new Hard drive?

As per this link: https://www.seagate.com/www-content/...1603-en_US.pdf, it shows that Data transfer can be up to 140 MB/s.

Should I ask Dell to give me WD or a different manufacturer hard drive?

Also when my USB is connected, sometime it shows that it can perform much faster when connected to a 3.0 port
however all the ports are USB 3.0. Ejecting and reconnecting shows that its connected to 3.0.

I ran crystaldisk when this happened,
First picture when it shows it can perform faster and the second one when connected to 3.0. Third picture: Another test on C drive.
