SFC unable to complete file moving/repairs

Running Windows 10 1709 x64 may update. There are no hardware or drive corruption issues as I've done low level drive tests to confirm this. SMART shows perfect scores, etc. Trying to complete SFC but the SFC logs have questionable/nebulous answers for why it won't complete. Attached are the DISM and SFC logs. Dism completes to 100% but SFC doesn't even get to the point of showing a % completed and just fails before it makes any significant progress.

Hi, could you explain what prompted you to run SFC /SCANNOW? Was there a problem you were trying to solve?

    Your simplest options are
    a. Run
    chkdsk c: /F
    (restart will be needed)
    b. do an in-place upgrade repair install which keeps all progs and data and most settings

As you have build 1709 you'll need a 1709 iso file or bootable disk. Do you already have one?

    1) Was there a failure to upgrade or had you made modifications to prevent the upgrade?
    2) If there were modifications made to prevent the upgrade what were the steps?

    3) What is the status of the files on the computer?
    a) Have the files been backed up to another drive or to the cloud?
    b) Had a backup image been made using Macrium, Acronis, Aoemi, Paragon, EaseUS, etc?

    4) How many restore points are there and what is the earliest one?

    5) Update the specs in the "My Computer" section:

System Specs - Fill in at Ten Forums
In the left corner below in your post you find 'My System Specs'.
After clicking it you can find a link a little below that says 'Update your System Spec', click on this link to get to the page where you can fill in your system specs.

    6) Open disk management > widen two columns: Status and Volume > check each row > make sure that the characters in each row are in full view and that no letters are cut off > post an image into the thread

Laptop computer MSI GE60. Checkdisk /f completed and no errors. Can't do an inplace upgrade because the computer boots only into safemode.

I installed another HDD as a temporary measure to see if there were any hardware issues. Computer installs windows 10 and works 100% properly. Mem tests all come clean.

On the original install, what happened was the user had run the computer several times until the computer shut off in the middle of work, either by unplugging the laptop with no battery in it or running the battery low until it shut off abruptly. This lead to a lot of bad sectors being written to the drive. After running HDAT2 software to clean up the bad sectors, now the computer doesn't boot in normal mode. Critical Service Failed.

The files have already been backed up, there are no system restore points. The computer I don't believe crashed in the middle of an upgrade but I can't be 100% certain.

I currently am running DISM and SFC in offline mode from another computer instead of booting through the HDD directly so that I have an easier time pointing to source directories and files.

    1) Run the log collectors, both DM and BETA and post a zips into this thread:
The BETA is on the bottom of the webpage.
    BSOD - Posting Instructions
    (extract > open)
Use the txt and images in this thread in case there are any problems running the beta log collector: (post #5)
    DM Log tool problem

    2) If the computer has Ccleaner > click windows tab > scroll down to system and advanced > post an image into the thread

    3) In the left lower corner search type: system or system control > open system control panel > on the left pane click advanced system settings
    a) > on the advanced tab under startup and recovery > click settings > post an image of the startup and recovery into the thread.
    b) > on the advanced tab under performance > click on settings > under performance options > click on the advanced tab > under virtual memory > click on change > post an image of the virtual memory tab into the thread

    4) Open file explorer > this PC > C: > in the right upper corner search for: C:\windows\memory.dmp
If the file size is < 2 GB then zip and post a one drive or drop box share link into the thread with the log collector zips

    5) Clean install should be able to fix the problems. Troubleshooting the BSOD is not likely to fix the operating system and possible registry problems. Have you consider a reset with save or remove files or a clean install?

If you are convinced of there being extensive disk corruption, there really is no point in trying to fix your existing Windows. Whatever repairs are attempted, they will almost inevitably be incomplete.

None of System Restore, SFC, DISM, in-place upgrade repair will fix EVERYTHING. And then there are any user settings or data that those tools will never ever touch.

Your only safe meaningful option would have been to have been using disk imaging routinely, as we so often urge people to do, format your disk and check it, and restore a disk image. (E.g. Macrium Reflect (free) + large external storage for disk image sets)

I suggest any other strategy is a risk, and data recovery and a clean install the safe way forward.
