    High RAM usage issue.


    Starting a couple months back, I noticed my surface pro 4 was considerably slower and would need to reload webpages a lot more frequently and stuff like that. I suspected there would be some issues with the RAM so I checked the resources monitor a noticed of 50% do the RAM memory was being used when idle. I tried everything with no luck so I just did a factory reset of the device, deleting every installed program, files and setting changes.

    When I booted the system back up and checked, nothing had changed.

    Here's the memory usage right now as I'm typing. Consider the only things open right now are this tab of chrome and the resources monitor.

    You only have 4 GB of memory, so there's nothing out of the ordinary about a system using 2+ GB. Starting with Windows 7 and evolving with each new version, the systems are designed to use more of your memory for better performance. I never understood the mindset of trying to use as little memory as possible. Given that you have a Surface, I don't believe you can upgrade the memory, which is one of the severe downsides to any closed system.

    That being said, your memory usage seems normal. If you need to reload web pages often, your focus should be on your network or your network adapters. Microsoft is pretty good at pushing driver updates through Windows Updates for the Surface devices, but it never hurts to check or reinstall the network drivers.
