i add also the sound crackle problem on my dell e6400 after windows update 1803.

using tool latencymon, i got a hint on driver storport.sys, then googling 'e6400 storport.sys' led me to this thread
    Solved: Latitude e6400, e6500 Windows 10 updated to 1803: no sound - Page 2 - Dell Community
=>unchecking esata in bios worked for me also.

thanks for the analysis method used in this thread and good luck to people that land there

THANK YOU!!!! Spectrum, you were spot on! a million thanks. i set the sata from raid to ahci as instructed.. rebooted and presto! my pc is happy to play videos now and latency mon shows everything is happy! sorry this took so long to do but things kept getting in the way. next comes bios.... wow. thank you all so very much!
I have spent at least 20 hours trying to solve the same problem on my Dell e4200 laptop, scouring the web, trying different possible solutions with great anxiety. Spectrum's suggestion - switching from RAID to AHCI - solved the problem. I, too, had high latency issues with Storport.sys. They now have dropped to below 1 millisecond while playing music on MediaMonkey and RadioParadise.com.

I continue to have high latency with USBport.sys but probably won't wrestle with that unless drop-outs and buzzing return. Thank you, Spectrum!

Thank you so much!! I have a DELL e6500 but same issue. I tried so many thing but only the switch to « AHCI » worked! I still have some latency but way less than before and more important, no crackling sound anymore!
