    Hi
You have the answer in the task manager. It's the The Grand Theft Auto game causing the high cpu usage.

Its not just Gta 5. Tom Clancy's Rainbow Six Siege and some other games have the same problem now and i haven't had any problems with these games before so i dont think the games are the problem

It is not actually jumping up to 100% looks like a steady build up.
It is quite an old processor so not surprising it does go to 100% at times.

The answer is to reduce the settings of one of the less important graphical effects that uses a lot of CPU.

That will vary depending on the game and the way it is written. It is something you will have to experiment with.

I already reduced graphics setting but still same problem. Yes it's an old CPU but I never had any issue like that when playing games.

It is not the overall Graphics settings, it is those settings in detail for each Graphical feature that needs looking at with each individual game.
Hence the experimentation needed. That will take you a week or so with a methodical approach.
This is why you install such tools you are using.

    Disable all shadows
Disable fancy lights (volumetric and such)
    Disable HDR
Disable anything else cpu-intensive as has been suggested above.

I still don't think it's anything to do with graphics settings because I been playing GTA 5 on this PC over a year with no problem it just started 3days ago when I changed my PC case for better one with more airflow

Well. Has something changed since last three days/last week? Any updates? Did you update your graphics card driver or something?
Can you make a Restore Point and then Restore another one prior to these issues?

    Keep us posted.
