Unable to adjust core performance, power options

As you can see, (hope the attachment loads correctly) this functions seems to be missing, I am the only user on the laptop, hence also the admin. in msconfig, advanced options shows that only 3 cores are available when I should have 4. CPU-Z and Core-manager app only load when checking, never producing any results.

EDIT: CPU is always at 100%, (according to task manager) whatever i'm using is using most of the CPU, for example, I play league of legends -> using whatever CPU it can, opening chrome -> 80% CPU, looking at my files in the garbage bin -> maximum CPU.

Even with seemingly maximum CPU usage, everything is loading slowly. I think since we are working here with % that 100% is not actually 100% what my cores can use.

Any tips & replies is appreciated.

    1) Run the BETA log collector and post a zip into this thread:
    https://www.tenforums.com/attachment...-v2-beta10.zip
    (extract > open)
Use the text and images in this thread in case there is a problem running the beta log collector: (post #5)

    2) After the zip is posted perform the following steps:
    3) Reboot the computer and immediately open task manager (open no other folders, files, applications, etc.)
    4) Open task manager > processes tab > click on the column heading so that it sorts with the row using the highest CPU on top > post an image into the thread
    5) Place the computer in typical use > view task manager and when CPU is high sort the CPU column so that the row with the highest CPU consumption is on top > post an image into the thread

    6) Open administrative command prompt and type or copy and paste:
    7) sfc /scannow
    8) dism /online /cleanup-image /restorehealth
    9) chkdsk /scan
    10) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    11) msconfig (in the pop up system configuration > move the dot from normal startup to selective startup > uncheck load startup items > click service tab > in left lower corner check hide all Microsoft services > in the lower right side click disable all > click apply or ok > do not reboot)

    12) taskmgr (in the pop up task manager > click on the start up tab > click on status so that the column sorts with enable rising to the top > right click on each row with enable and change to disable)

How to perform a Clean Boot in Windows 10 - TechNet Articles - United States (English) - TechNet Wiki

    13) shutdown /r (you will reboot the computer so that it is in clean boot)

    14) Evaluate the performance on your computer in clean boot during typical use.
    a) Are the boots faster or slower?
    b) Are the shutdowns faster or slower?
    c) How has the video performance changed? Is it better, worse, or the same?
    d) How has CPU consumption changed? Is it better, worse, or the same?
    e) Continue using clean boot indefinitely to monitor performance.
