Go to your notifications next to the time on the task bar. look through the settings and see what is in there you do not want running. This was driving me nuts for some time but I got it. Has not been bothering me since.

I have a ASUS S300C and I was having same problem of mouse pointer showing the blue circle every 1 or 2 sec and some of the keyboard keys weren't working properly.
I used a external USB mouse and I disabled the the touchpad when using a USB mouse.
Go to Control Panel-> Hardware and Sound -> ASUS Smart Gesture -> Mouse Detection and then check the 'Disable touchpad' box.
This seems to have fixed both problems.

Fixed With ASO Smart PC. Disabling Windows Defender services forces you to give up a good security service. Also, if you don't have an HP or don't have SimplePass installed, changing settings in that tool won't be available.
I found that simply running my Smart PC module from ASO, and setting malware detection on did the trick for me. Also Windows settings warns you that if you disable certain security services, Win10 will turn them back on later.
I had issue with the spinning 'thinking' windows ring thing also, mainly because it would constantly pop up after a lot of clicks. What I did was go to All Settings>Devices>Mouse and Touchpad>Additional Mouse Options>Pointer tab , then change the 'busy' and 'thinking' icons to the normal arrow icon. This may not solve your problem as now the pointer icon pops up, but for me, the pointer is less annoying than the spinning circle.

Just to complicate matters, I, too, have this occasionally on my desktop. No touchpad, no fingerprint read, no SimplePass (whatever that is), just a dumb mouse and dumb keyboard for inout. But I do have an ASUS motherboard. Some days I get the circle a lot; other days (like today), not at all. Even when the circle is spinning I don't seem to be locked out of anything.
Uninstalling HP SimplePass worked to resolve this issue on an HP laptop that had been automagically upgraded to Windows 10 against the user's wishes and without their knowledge or consent. Thanks.

I have an Asus laptop.
I went in to task manager and stopped (what I thought were nonessential) tasks one by one until the flashing stopped.
When it stopped flashing I had just stopped ASUS Smart Gesture process so I knew that that was the cause. Off to ASUS Support site to download the ATKPackage update for Windows 10 for a permanent fix. (As I don't have a touch screen I could also just disable Smart gesture...)

Found this thread looking through google for solution to the exact same problem. Except that my laptop doesn't seem to share a lot with other people who have had the same problem. I use a Lenovo, so no HP or Asus apps to turn off or disable. I tried disabling touchpad, it had absolutely no effect on the problem.
When the loading icon flashes next to the cursor, it doesn't prevent me from doing anything, so in the end it's just a visual annoyance. A visual annoyance that makes me want to go back to 8.1 since I didn't have this problem until I upgraded to Win10 earlier today...
