    Yes! I solved my problem by cutting down all the possibilities. I didn't have any of those fingerprint, biometrics apps on my laptop as suggested to disable by others, so i decided to close everything, and when i closed everything, i no longer had the issue with the blue ring spinning, so i started to open everything again one at a time, and the blue ring spinning thing started after i opened an adobe reader document, and stopped when i closed it. I updated my adobe, troubleshooted for any issues on the adobe app, and reinstalled it. I no longer have the issue!

    Mine fixed when i opened adobe dc, went to help (up the top left), then went to repair installation. It repaired it after about a minute, and i no longer have the blue ring issue, and my adobe is working well :) Good luck!

    I had this issue on my Dell Latitude E6540. Turned out to be the OneDrive app trying over and over again to do something...turned it off, seems to have fixed the issue.

    I take it back, happening again...tried disabling hardware acceleration in chrome...we shall see.

    Hello,
    I just joined this forum to let you know what solved it. My battery was dying and it kept showing charging, not charging. While the battery was in the laptop i kept seeing loading circle next to cursor. When I took the battery out, it stopped. I put in new battery and everything is OK.

    Hello,
    I also just joined to let everyone know what fixed this problem for me. I was looking through my task manager when I stumbled upon the Autodesk desktop app. For some reason this had been running in the background. The minute I closed it the problem stopped. If anyone else is experiencing this problem and has previously downloaded an Autodesk program I would recommend checking for this.

    Going into Event Viewer | Windows Log | Application I found multiple Errors. There was a dll trying to start for McAfee Agent but couldn't "Activation context generation failed". The point is, It could have been anything. The Blue Busy Circle means something is trying to start but can't. The challenge is trying to find out what program that is.

    Killing processes one at a time in Task Manager, Services or Startup seems very labor intensive and likely to crash your session. Starting in Safe Mode, then adding programs one at a time might be better, but I haven't tested it.

    Another possible issue


    I notices this happening only when using firefox web browsers (cyberfox and palemoon) running an adblock app. I tried a different adblock app and the problem went away on both browsers.

    FIX (for me): i closed NVIDIA Container in my Task Manager, then that little blue loading stopped falshing
