Hi, I'm left wondering.. why do you consider anything is safe to delete there? And why would you want to?
And did you notice the protection warning? It could just be there for a reason.
Uh... that's where the registry database and backups of said database resides. Why on earth would you want to delete anything from that folder?
In most cases it's owned by system and you can't delete most things

Let's delete C:\Windows to free up some space - what could possibly go wrong?
For most users the Windows folder and all of it's files and sub folders should be considered read only. The fact that only elevated admin accounts have write access should tell you something. Deleting anything here is only for those who REALLY know what they are doing. The System32\config folder is particularly sensitive with tighter security.
If you are looking to save space, look elsewhere.
