Hi, I'll just comment briefly without attempting to offer a solution I'm afraid...

Some people installing or upgrading to build 1803 (which I assume is what you've installed) experience lag problems, but not with build 1709.

That may or may not be your case. Did you have build 1709 installed previously, and was all ok?
May I also ask why you wanted to clean install- what problems were you experiencing?

    What is your current build?
    Windows key + R, winver

    Please compare performance after
    a. A clean boot
    b. In Safe Mode

Please post a screenshot of your task manager a 2 or 3 minutes after a clean boot to your desktop.
    Thanks.

Windows 10 clean install laggy and slow-taskmngr.png

So that's how it is in task manager after 2 minutes of clean boot. The slowness is still there and also in safe mode. I don't know what to do. My computer is brand new so i don't think this is the issue.

No, but the good thing is there's no untoward resource use. Have to start somewhere.

    Now please try
Crystal Diskmark (free) and post a screenshot.

Then try copying a large file, and while it's copying, post a screenshot showing the disk transfer rate using the Resource Monitor.

Can you confirm page file settings are default.

In what ways do you experience it being laggy? In any particular circumstance?

Crystal Diskmark looks fine- mine for my SSHD:
Windows 10 clean install laggy and slow-crystal-diskmark-sshd.jpg

It looks as though your transfer rate is fine, but I note that Defender (MsMpeng) is taking up a lot of resources.
    Compare mine (I use Avast):

Windows 10 clean install laggy and slow-disk.png

I asked you to compare responsiveness in Safe Mode. Could you please try that?

Please advise, for example, how long it takes for a file explorer Window to appear after pressing Windows key + E after
    a. Booting normally
    b. In Safe Mode

and any other comparison you find useful (e.g. launching a browser).

If you can, post a screenshot of your task manager while a program that takes longer to launch than you expect it being launched.
(E.g. Have your task manager running and capture the screen)

As your PC is new, it would be best to refer this to your supplier or manufacturer and ask for a benchmark comparison.
