I have a question. So is 40 seconds boot time on hdd normal? I have enabled 4 threads in msconfig and set no gui boot and time limit is 0 seconds. Also it stays long on mobo splash screen. If it's not right please help.

Boot to the lock screen? I'd say so, yes. A typical boot to the lock screen with a SSD is 11-13s.
You should see some improvement if you have Fast Startup enabled, but this can cause problems in some circumstances.
Please specify slow, giving examples of what you are doing when you consider it to be slow.Also windows 10 is slow after booted.
When your PC is 'slow' please post a screenshot of your task manager showing any column of interest sorted high to low.
Also of your Resource Monitor showing RAM usage and any other aspect that illustrates your problem. (Task Man, Performance tab, Open Resource Monitor).

What is your idle CPU usage?
Have you modified your paging file settings or are they default (where they are best left)?
Try a clean boot (see Tutorial section if unsure how to do this).
Compare performance after the clean boot.
Also everytime when i open task manager it takes few seconds to load and then i see cpu spikes. Is this normal? CPU usage 1% when idle. Paging file set to recommended value.
And by slow i mean slow to open programs, slow to load map in game (cs:go)
Nothing jumps out from that.. although the language is one I don't know..

My task manager takes about 1.5s to populate the window.

You can benchmark your HDD - e.g. Crystal Diskmark and compare with results on internet, and run other benchmarking tests.

Upgrading to a SSD may improve things- typically the biggest change is reduced boot time. If so, make sure you use AHCI not IDE (BIOS) for full performance.
I don't use those two, so can't compare.
Edge takes about 4s to fully populate, Firefox 6-7s on mine.
