Not surprisingly, installing Windows 10 1903 on my PC re-introduced the issue.
Following the same steps as before resolved the issue; namely:
- Launch Device Manager
- Select 'Storage Controllers'
- Select 'Intel(R) Desktop/Workstation/Server Express Chipset SATA RAID Controller'
- Press 'Update Drivers'
- Press 'Browse'
- Press 'Let Me Pick'
- Uncheck 'Show compatible hardware'
- Select 'Intel Corporation'
- Select 'Intel(R) Desktop/Workstation/Server Express Chipset SATA RAID Controller'; ignore the 'This driver is not digitally signed!' message; this step replaces Windows 10's version of the driver with an older, unsigned version that does not manifest the issue
- Press 'Next'
- Press 'Close'
- Reboot
