Experiencing slight pause every four seconds

    Not surprisingly, installing Windows 10 1903 on my PC re-introduced the issue.

    Following the same steps as before resolved the issue; namely:

    1. Launch Device Manager
    2. Select 'Storage Controllers'
    3. Select 'Intel(R) Desktop/Workstation/Server Express Chipset SATA RAID Controller'
    4. Press 'Update Drivers'
    5. Press 'Browse'
    6. Press 'Let Me Pick'
    7. Uncheck 'Show compatible hardware'
    8. Select 'Intel Corporation'
    9. Select 'Intel(R) Desktop/Workstation/Server Express Chipset SATA RAID Controller'; ignore the 'This driver is not digitally signed!' message; this step replaces Windows 10's version of the driver with an older, unsigned version that does not manifest the issue
    10. Press 'Next'
    11. Press 'Close'
    12. Reboot

    just install IRST 13.6.0.1002, theres no need to worry about unsigned drivers.
    If you desire to use newer IRST drivers, you must modify the following

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\PCI\VEN_8086&DEV_2822&SUBSYS_82D41043&REV_00\3&1158 3659&0&FA\Device Parameters\Interrupt Management\MessageSignaledInterruptProperties]

    "MessageNumberLimit". change it from decimal "80" to "1".
