Nice.
Now we should digital sign your new driver, but to be honest - I just make something that only 1 time in my whole life and it was long time ago and under windows 7.And i am not sure it is even possible in current time in win10 .
Maybe another person from this forum can help with this. Try write to intel and ask them about new driver.

I rebooted the system; it continues to work well; i.e, it didn't uninstall or even complain about the unsigned SATA driver. So I'm probably OK using it for now. Presumably, however, Windows will try to update/replace it at some point...and the issue will re-appear.
Can't imagine who at "Intel" I could write to. I doubt anyone there is interested in addressing this. I'll research.
Meanwhile, I'd like to begin installing all of my productivity software on this system so as to be able to use it.
- Should I go back to 1709 and disable feature updates (i.e., 1803 and the problem SATA driver) for the maximum amount of time (365 days)?
- Should I stick with 1803 with the unsigned driver?
I can probably re-install the unsigned driver again if/when it gets replaced--so I guess I'll stick with 1803.

Intel basically said that, due to the age of my PC's processor, they are under no obligation to further research this issue nor to help resolve it.
So it looks like I'll just have to keep using the unsigned 1709 driver ... and hope it continues to work after future updates.

While I can't promise this will work in Win10 Home, but it couldn't hurt to try it. It's a registry entry to block windows update from updating your drivers.

Thanks! But I wonder if this is required? I installed the July 2018 Cumulative Update; it did not update/overwrite the 1709 driver. Perhaps only a major update would (attempt to) do so?

The cumulative updates don't usually include new drivers but the feature upgrades do. When the next feature upgrade happens, you may find most of the drivers will be upgraded to the newest version that comes with that feature upgrade. But in the meantime, this will keep windows update from upgrading your drivers in between.

I have researched this problem and gone through a ton of threads to get this solved. This has been reported all over the web as a DPC Latency or Storport.sys latency. This thread really solves the problem. Reverting to the 11.7 version of the Intel SATA driver fixed the problem. Many thanks to ChrisWaters, titetanium, Fernando and others!

Glad someone else found my experience helpful!
I've installed quite a few updates on my system since July without the issue re-occuring; that said, I'm sure it's only a matter of time until Microsoft pushes out an update that breaks this fix or that causes another issue.
