Yes ESET is installed as AV.
I had the Superfetch turned off by HP. Not with the registry just from services. Still had problems so I turned it back on. Should I do it again with registry as described in post above?

You can simply try disabling the service using services.msc - if it stays off, fine. Check your task manager periodically, watching for anything that uses more resources than expected. Then work through the other things I posted.

I've put back in the 8GB RAM.
I changed the Hard Drive to an SSD.
    Still got crazy high CPU.

I'm almost convinced that Superfetch has a big part, but why does my browser also use crazy amounts?
It uses around 40-50% almost all the time when I've only got two pages open.
With my other Hard Drive I tried out Edge, Firefox, Chrome and Internet Explorer. With the SSD I've only tried out Internet Explorer and Chrome. All in all, whatever drive I use the browser seems to be taking up half the CPU, and other random bit take up the other half which results in a slow machine.

I also haven't reinstalled any other programs on the SSD, except for Chrome. I uninstalled all the rubbish that gets put on when installing, like the News app etc.

Oh what am I to do??

Thanks for any kind advice and assistance.

If U are talking about 40-50 of cpu using, mby U will show it to us?
U can record next log in WPR (Windows Performance Recorder) on default settings.

And please, make log in OCCT

Yeah sorry I forgot to show a screen shot. Here is one:

Size:	1.35 MB

As you can see, there is nothing else open, aside from Chrome and Task Manager.

I've also changed back to hard drive since the SSD was no better. (It was only borrowed).
I tried using the laptop offline, it works as it should. So it seems to be something to do with the internet connection.

    Please can someone help?
    Many thanks.

Based on your CPU specs, your AMD would be pretty slow in today's web browsing system requirements (especially Google Chrome).

What happens if you use a browser other than Chrome? (There have been reports over some years of high CPU usage by Chrome for different reasons).

I've tried using Firefox and Edge.
Edge is a waste of time. Firefox works similar to Chrome, also uses about same CPU.
(I'll try get a pic of Firefox.)

Why is Edge a waste of time? It has some quirks but is quick, light on resources and works well for me when I use it. Just curious what your complaints against Edge are. I have two that I can live with for now:

    1. Can't create shortcuts on the desktop
    2. Can't set a homepage for new tabs

It's slower than any other web browser I've tried.
It just doesn't load, (nothing to do with internet connection since other browsers do work). Takes much too much resources.
It just doesn't move when you click anything. E.g. If I try to change tabs it shows in the tab at the top that it has changed but the url and page don't change for about 1 minute.
