Valid point. Fast startup is usually making more problems than benefits.

One thing most of us forget.. This feature should work only at restart, not shutdown and start (as it says in description).

At restart (after update is just an example of restart), the same User will most probably be signed in. After normal start, any user could be sign in. And different Users can have different Start-up apps.

So, I guess it is by design.
