It should be: permit level:la
2. Your command has: set "Home-PC\<Malcolm>"
It should be: set "Home-PC\Malcolm"
Try that (copy/paste from here):

Re my last comments, I have just seen your notes at the end of your last post and of course that explains it. Thanks again for your time and patience.
Yeah, Dmitri (@ddelo): I couldn't tell the difference between one-A and ell-A until I saw the actual characters in the monospaced command line font myself. Sans-serif fonts (like the default forum font) are great, but sometimes you can't tell what you're looking at. Yet another reason that cutting and pasting tools are so valuable, eh?

Being able to spot typos is a good reason for writing commands and scripts using a monospace font (Consolas, CourierNew etc). When using a sans-serif font just enlarge it, so you can tell the difference between similar characters...and as you said, Copy/Paste is on of the most valuable functions the Windows environment offers!
It seems that I've got rid of the event finally. For that, I had to run Cmd.exe as 'SYSTEM' instead of 'TrustedInstaller'. It makes some sense because, in my PC, the CLSID Owner is 'TrustedInstaller' but the APPID Owner is 'SYSTEM', not 'TrustedInstaller'.
