    This was my first UEFI bios so I had a lot of exploring to do even with 30+ years with computers.

    My previous build was a uefi build but was alot simpler than this one it just worked as expected lol

    Ok so I appear to have got somewhere but still not sure if this is right.
    First of I have made sure all c state stuff is enabled instead of auto.
    And now changing power plans in Windows does make a difference but not 100% cpu.
    Let me explain.
    Having balance power plan select cpu idles at 1.6ghz obviously when I do something it will go up to full power.
    When I select amd ryzen balanced plan it idles at 2.8ghz and I also noticed the voltage doesn't drop below 1v where as normal balanced plan does.
    Now when I select high performance it acts exactly the same as ryzen balanced.
    When researching this problem I did read on another forum that one of the Windows latest builds has added the ryzen power features to its high performance.
    So could this be the case do these new ryzen cpus just run like that rather than just running a full 3.5ghz all the time.

    It's actually chipset drivers that added Ryzen performance plan. In either case, CPU should reach full frequency if Max CPU state is 100%.
