It has been a while since my last update BUT the problem is finally solved !
I don't know what exactly solved it but it is one of these:
- Turn hibernate off ( powercfg.exe /h off )
- Latest windows update ( Feature update to Windows 10, version 1803 )
My restart times are back to 4-5 seconds. Thanks to everyone that tried to help. I hope this helps others.
Probably as the previous post, it's the update of windows. But I just suspect that it just created another windows installation, while renaming the previous one to windows.old, and the problem might just rebuild and return in the future.. do keep us posted please.
Seems like the degradation returns.. can already see 101 event viewer warnings on my end post some reboots.
Try troubleshouting/ fix windows update. There is a problem in database and after fix everything is back to normal. Works for me....

I seem to also have the same problem whereby I have a powerhouse pc with very long boot times, well actually the long time is spent on the screen with windows logo and circle made of dots. Did anyone find a solution? I started a new thread on the forum, I can maybe link it for you if you need at it.

Since I clean installed a legit 1803 copy I no longer experience this issue.. which version do you have? Also it might have been related to my Intel SSD 600p which I forced an intel driver upon, while it should be using the OS provided one.
Well, back then I have downloaded it directly from MS website, and since they I did another clean install of 1809, which I now upgraded to the latest 1903.
I recommend to do a clean install of latest version if you dont already have it.. you can download it directly from MS (it's called Media Creation Tool), it will download an .exe which will download latest build for you so you can burn on a DVD or place on a flash drive. Very simple to follow but you will need a legit serial for the installation.
