To prevent Windows from reassign the drive letter, you'd need to set the Attributes of this partition (Recovery). Here's a complete commands:
diskpart
select volume X ====> where X is the Drive letter of the Recovery partition.
remove
set id=DE94BBA4-06D1-4D40-A16A-BFD50179D6AC override
gpt attributes=0x8000000000000001
exit
NOTE: gpt attributes=0x8000000000000001 will prevent Windows to assign a letter to this partition.
