Closing tabs on shutdown

Besides manually ,how do I close tabs when I shutdown. Now when I shutdown and restart the system opens at the last site I was involved with. Thanks

You should also note that in the latest builds the feature to restore tabs has been set to only occur for users that have enabled “Use my sign-in info to automatically finish setting my device after an update or restart” in the Privacy section under Sign-in Options Settings.
