Windows 10 seems slow

This is a persistent problem even in 2016. I have a HP Envy, only a few months old that comes with Windows 10 pre-installed. The laptop has in intel i7 6500 CPU. It's a dual core at 2.10 GHz. There's 12GB DDR3L RAM and 1TB hdd space. Even with these decent specs the computer felt very slow at first use. I put up with this for weeks. Booting up and waiting for the OS to be in a stable usable state took minutes each time. Even after trying to disable apps that have a high impact on startup no difference was seen.

After a month or so I decided to use a downgraded version of windows. I still didn't want to completely nuke the licensed version of Windows 10 already installed. So I partitioned some space and installed Windows 7 as a secondary OS. Now I can dual boot to choose between each OS when booting the laptop. My experience with windows 7 was much better. It starts up 2 - 3 times faster without any performance tweaks, despite being a bigger, older, more bloated OS.

Now and then I boot in to Windows 10 in very specific use cases and for installing updates. 2016 has arrived and the OS is still embarrassingly slow. This issue seems to have happened with too many people who have either done a fresh install or upgrade to Windows 10. Maybe Microsoft didn't put enough effort in to development seeing as they would be handing it out for free. Seems they were in a rush to convert every device to a Windows 10 device and forgot about critical things like system performance?

I like many others have installed Windows 10 Pro (Fresh start not an upgrade) since my comp stopped booting up.
Since then, my computer has been really slow. I have done the fixes many of you have previously asked and what other sites have asked.

All help is greatly appreciated.
