I will be doing later on. I'll let you know if there is any change.

I've also installed Dell QuickSet which was not previously installed, which has given me some power management options including "extended battery life" which I have now turned off to see if it gives me more options. I'm wondering if the tool disables particular options in order to try and get the best performance/battery life balance?

Not sure, I'll let you know when I find out more.

I don't think that utility cause the problem you can always restore default setting to see issue resolves.

If you haven't then please Open the Control Panel for Intel Graphics and try to change the screen brightness from Intel Graphics Control Panel.

I can modify the brightness there, but that is more the brightness of what is on the screen, not the screen itself.. if I change the brightness there everything becomes very dark or overexposed.

Maybe its the graphic card driver that remove the option to control screen brightness you will know it after you reboot.

It's always possible. I'll let you know after I finally get round to rebooting. If I could find a solution to save all open chrome tabs and restore them all when i reboot it wouldn't be an issue! Problem is I'm having to log every open chrome tab and when you have over 30 it takes a while!

Quickly Save Tab Sessions in Chrome Without Installing Extensions - OMG! Chrome!
    perhaps?

Otherwise there may be a suitable extension. (This is easy in Firefox).

What repair is it that needs a restart?

If all else fails, try an in-place upgrade repair install which saves all data and programs and most settings.
Sometimes you can spend ages trying to find a specific fix, when that sorts the problem out- unless it's one that isn't resolved by that of course! One useful thing to try before doing that is to create a new user for test purposes. If you see the same problem then it's not user profile corruption, although it could still be something common like a common startup or driver problem etc.

So sorry it's been so long since I last posted here - completely forgot to post that I'd fixed it.

Reinstalled Windows and the problem was fixed.

Not a clue what went wrong, thanks for your help though everyone.
