Did you set File Explorer option to be able to see both hidden and system files?

That's because, apparently, visibility of the files and folders on that partition requires more than a simple show hidden and system files option, as I mislead you about.
It looks like seeing the folders and files would require taking ownership and changing permissions, something akin to what is here: https://support.microsoft.com/en-us/...alling-windows , following the dropdown labeled "Windows 10 with MBR partition".
That would be quite and undertaking with little benefit to you other than satisfying your curiosity.
If DrSysop posted pictures like post # 13 we could see exactly what he/she has.
I believe that would take the guess work out of troubleshooting.
As you can see Mini Tool gives a lot more information.

After fiddling with this nothing seems to work but according to Microsoft its normal especially after a OS upgrade my other PC also upgraded to 1709 & had to roll back to 1703 due to driver issue & made the same 11% fragmented on system reserved partition. I did not see any performance issues so I'll just ignore it till they fix this issue in the next OS upgrade.
