    I solved it eventually.

I tried deactivating devices one after another in the Device Manager and noticed that the freezing stopped when I deactivated one of the two graphics cards.
AMD generic drivers didn't work with those properly, not even the newest one from HP, so I tried an old driver from 2015 and that solved it.

Also disabled Windows Update from updating drivers so she won't have the problem pop up again in the future.
Just created an account so I could comment here to say THANK YOU!

I accidentally water damaged my laptop a couple of years back and we finally got around to replacing the hard drive today. My husband got Windows 10 loaded on and I was setting it up and noticed that freezing every 2 seconds, lasting for about a second. After a couple of Google searches, I found this thread and downloaded new Radeon software and VOILA! Problem solved!

And again, this post is still helping people. Thank you so much. This annoying fault has been kicking me in the ding ding for a couple of days.

Just sorting out an old laptop for my mother. SSD an extra RAM all was sweet and then it started.

    Cheers again!

I will certainly be a regular on here going forward.

Like others, I just registered to say thank you and that this fixed this exact issue on my grandfather's HP Laptop, though I managed with going back to the older driver instead of downloading new software.

    Specifically I:
    Went to Device Manager
Right-clicked AMD Radeon HD 8400 under Display Adapters, and slected Properties.
Clicked Update Driver in the Driver tab.
Clicked "Browse my computer for driver software"
Clicked "Let me pick from a list of available drivers on my computer"
Selected driver version 15.201 (dated 2015) and clicked next

It definitely seems to be an issue with the newest auto-updated driver, the one that was causing the problem for me was the 2020 dated version 27.20.
