When the fans on the bottom are intakes and the fans on the top are exhaust it improves air circulation around the video card also.

I have them on top of the radiator pushing air through the radiator, because off space issues. I prefer them on the bottom of the radiator pulling air through but It would have been a little tight that way. I have done it both ways in the past but can't say it really makes a difference. I just prefer them on the bottom out of laziness. When I need to clean the radiator out, everything is on top with no fans in the way. Just run a vacuum there and it's clean in 2 minutes. If it's easier to clean, you will keep it cleaner, and it will be cooler. :)
I took my drive cages out of the case and have 2 140mm fans blowing straight through the case with no obstructions. I haven't had any temp problems.

For you hardcore Corsair fans(pun intended): Corsair To Release H115i Pro and H150i Pro AIO liquid coolers
Corsair is preparing to release two new AIO Liquid coolers, the H115i Pro and H150i Pro. The first being a 280mm version, the second a 360mm version. The new coolers are quite an upgrade, with a new design cooling block, ML series fans and some RGB loving as well.
The models are tagged in their new "PRO" line-up and appear to be different from the regular Hydro series lineup. An interesting fact is that the product will use the new ML fan, these would be the magnetic levitation ones. We tested these in the past already they offer really good airflow at low RPM, whilst remaining very silent.
How on earth did they manage to get that unit so loud? Our Freezer at home is dead silent, but it does not have any fans. I am certain that with a big enough fan with proper wings, they could get the noise level down below 30dB easily. ;-)
