I was under the impression that without SSD Windows would boot in like 10 minutes, not 20 seconds.
20 seconds would be faster than most, even with SSD. Mine takes about 25 or 30, with a 3 year old 120 GB SSD. Used to take about 70 seconds with a regular HDD.

Not sure where you got the idea of 10 minutes.

Does your current weak machine take anywhere near 10 minutes? Hard to believe unless it is ultra weak. I dunno what you have.

I'd guess the average PC made in the last 6 or 8 years with an HDD not an SSD will boot Windows in 1 to 2 minutes. A few quicker, maybe a few longer. Over 3 minutes would be extremely rare unless something is haywire.

You can easily find out how much RAM you are using at any moment. You don't have to guess.

Mines a 4-5 year old laptop, with about a 2 minute boot up.

    GPU vs. Cpu

Currently working on setting up a gaming pc build. I have a Ryzen 5 1600 and a GTX 1050ti. My question is, for gaming, should I have a better Cpu or Gpu. Titles include csg, tf2, payday2, and Battlefront and pubg in the future.

    Help my build

Heres my $800 or so Gaming PC Build.Finalreducedprice dif mobo - LukeDaDuke2017s Saved Part List - Ryzen 5 1600 3.2GHz 6-Core, GeForce GTX 1050 Ti 4GB SC GAMING ACX 2.0, Solo-T1-R ATX Mid Tower - PCPartPicker
Yes I know there is no SSD and that is a upgrade Im planning for the future. My questions are, will this mobo allow for overclocking, does the build have everything i need to start and run my pc , and will the parts come with the neccesary cables and such to connect to the other parts, like dvi cable from gpu to monitor and usb and audio cables from mobo to the front usb and audio outputs on the front of the case

Maybe, might check overclock.com for those who have tried.

    Only the basics.

Not usually. If the monitor supports DVI it should have come with the cable. USB cables may not have come with a printer but other devices such as a camera usually will have what they need. Some included with devices may not be sufficiently long enough.
and usb and audio cables from mobo to the front usb and audio outputs on the front of the case
Yes, if the case has the feature, some don't.

I hate to say this but @Lukedaduke you don't need to keep making new threads you will not get any more help that hasn't been given to you

To keep making threads about the same subject as your last really doesn't help and confuses the hell out of everyone

That processor can work just fine (specially if you overclock it) even with most powerful GPUs so only your budget is the limit. If you can, go to at least GTX 1070 for future's sake. 1050 (even Ti) is most basic GPU for "heavy" games.

The CPU does matter, but for gaming the GPU is most important. The best GPU you can afford is what you need for gaming.
