Investment Struggling, $340 tower or $212 Used laptop?

I'm having some mental scramble trying to figure out a better investment deal for my place of study, more particularly, for after school use. I have a build I set up with PC part picker here:

As well as a decently performing Laptop, I'm looking at Ebay right now at:

    http://www.ebay.com/itm/Dell-Inspiro...19.m1438.l2649

And right now for what I'm trying do, (in this case video editing with programs like Sony Vegas for example,) requires a lot from the hardware, and my limited access to internet right now, holy available to me from a nearby Star Bucks, makes it really hard to think about investing in the tower as it lacks the portability I need right now, (not to mention covers only for the tower itself and not the other required parts.)

I want to hear what you guy's think I should point my attention too. Especially for here I could find a better deal on laptops if, if you will. Let's just say for the circumstance, I cannot afford home wifi, nor any hotspot right now.

The whole scenario suggests to me the Notebook/Laptop and using the free Wi-Fi provided at many places like motels, restaurants, fast-food establishments, libraries, etc.

Video editing and large spreadsheets/databases do need as much computer as one can afford and most of the costlier Notebooks have the power. Then there's the cost of programs needed to accomplish what is desired. But these 2 sentences can also apply to Desktops.

For brand-name machines check their sites, many have Outlets and open-box or refurbished deals.

I would look in to an i5/i7 laptop over an A8. The A8 is pretty gutless. You can find nice used Thinkpad T series and Dell Latitudes for the price of that Inspiron. Better build quality and more power.
