    Yep, also open the PDF that comes with Afterburner, in your browser, and use search term "CPU usage" I got 9 hits.

    Like:
    PerfCounter.dll – demonstrates the principles of importing native OS performance counters into
    MSI Afterburner. The list of imported performance counters includes but not limited to hard disk
    usage, hard disk read and write rates, free disk space on system partition, network download and
    upload rates. You may also add any other performance counter visible to OS (e.g. disk queue size or
    some specific process CPU usage) via editing the plugin configuration file


    Now SDK includes new sample code, demonstrating On-Screen Display usage from any third party application. The sample is
    displaying CPU usage in On-Screen Display and provides third party developers helper object for RivaTuner-styled grouped OSD text
    formatting

    Reduced CPU usage for simultaneous GPU clock frequency and GPU usage readings on AMD graphics cards, both values are being
    read in single pass now

    The HWiNFO total CPU usage is constantly different to what RTSS OSD shows. I wonder if they are just slightly out of sync? Could be the polling rate?

    It can also be from how often the polling is set for(on all three).
    The more often polled, the more resources are used.

    Of course it is total and not a process specific. It is inverted native OS idle performance counter reported as is, and implementation used by it is available in open source form in RTSS SDK, if someone believes that it is broken and displays wrong data.

    That's kind of what I meant, Windows, Afterburner, AIDA64 and HWiNFO64 all poll at different times & different rates.
    Some poll less often,(meaning all at different rates) to reduce resource use(same goes for setting up gaming mice polling).

    But yeah, I see what you mean, even if they all polled at the same rate, they wouldn't all poll at the same exact moment.
    (at least so I have come to understand, but you're better educated at this than I am)
