2 Intel Xeon Six Core CPUS, 10GB RAM and a Quadro 4000 graphics card with 2GB V-RAM. I think that would do what you want very well.

You would have to install an OS, but it has a key for Windows 7 Pro right on the machine. Just download a Windows 7 ISO and you are ready to go.
^ That Xeon CPU is 7 years old. And a 7 year old mobo to boot. I'd pass.
I realize that, but Id still use it. Chances are it would still perform pretty admirably, especially with a comdined 12 cores and 24 MB of L3 cache.

Older Hardware has issues running on newer Os's
Besides that he will end up spending more in the long run trying to keep his rig current with hardware past it's prime
Best thing to do is just either save for something special or just spend if you have enough to do so it's better to do it right the first time little mistakes are what cost more than just one big one
I guess Im just used to having older hardware. Because of circumstances I wont get into here, I dont have very much money so often times buying new hardware can be hard for me. My desktop uses a Ivy Bridge Xeon and my laptop uses a Haswell Core i7. By the standards of the new Skylake and Kaby Lake CPUs those are old, but they both perform very admirably with Windows 10 x64.
