Andrew I have a great site for you to look at for your Skylake: ParkControl Free – Tweak CPU Core Parking and Frequency Scaling in Real-Time
In the middle of the page will be commands to run in admin CMD to pimp up Skylake core park control(separate commands for earlier generation CPUs also there)

To disable CPU Parking completely for the power profile you are currently using, you’d want to run:
