It takes time to manufacture these chips, get orders, ship them and put them on the shelves. Just because the papers and specs has been released, does not mean that Intel has already produced millions of these CPUs, ready to be delivered. That would be bad business.
Small batches which will be adjusted with demand is the way to go. That is how all chip and hardware makers does it. :)

Of course it will depend on your power delivery, number of phases, and most importantly your cooling.
The cost is so high, because they have professional overclockers that check and OC each chip, pluse the extras.at least they add the silver heatspreader and*liquid metal opposed to some parties*in the market that just bin them
Although, one problem with liquid metal as opposed to a good TIM, is you need to redo it more often(at least that's what I have read).
