No, you cannot use Windows Manager or any other of these useless tweakers or optimizers to overclock a PC.

Hi, I would like to overclock my CPU but I dont know what to do. Is their anything like MSI Afterburner but for CPUs. You can see what CPU I have in my System Spec.
This isn't a big deal at all, but I noticed in the main System screen that lists Windows edition and hardware etc, it lists my cpu @ 4.2 GHz, when it is actually OCed at 4.620 GHz. It is figuring the multiplier, but not the increase in FSB.
After upgrading from 7 to 10 a few days ago I went back into my BIOS settings today to put my clock speeds back up, and as soon as I did this the PC failed to boot.
