i searched "Animation" in C ( yep its too basic) and found many of these:
    UIanimation.h
    UIanimation.idl
    UIanimation.dll
    UIanimation.dll.mui

well i dont know how to handle them but i found something maybe intresting...the cortana animation is here in GIF format:

    C:\Windows\WinSxS\amd64_microsoft-windows-c..riencehost.appxmain_31bf3856ad364e35_10.0.14393.0_none_302ce44d64529a56\CortanaAnimation.gif

maybe the loading is saved as GIF...maybe not (i bet not) , try some search on C...good stuff to be found there

    and btw...
    Just asking:
    "does it really bother?"

    ---
    EDIT:
    Try this>
Go into control panel > search "performance" and open "advanced ui and performance options" and then select "maximum performance" there...it might disable that.
