16 secs is quick- that is good hardware you have. A lot of people are taking quite a while. Win 7 boots faster for me.

I recently moved from 7, miss it to be honest... 10 is not so bad now i have modded it to my liking.
I tested the computer that we just built for my son. The system specs here reflect that build. I'm happy with the performance, I haven't enabled any of the Fast Boot stuff in the BIOS, and this is with all of the background stuff launching at boot time
I'm running a Core i5 6500, with 16GB of DDR4 PC2400 RAM, on a Gigabyte z170x-UD3 mobo with a 512MB Intel 600P low cost NvMe M.2 SSD.
minus 4s sec Boot Menu, minus 2 sec. for password, at least says 50 sec

As she's constantly nagging and making my computing misery, in my efforts to try to argue with her and ask her to do a better job I have now checked the restart time past four weeks almost daily.
Here's the fastest and the slowest restart in past four weeks test period:
Seeing some of you geeks complaining and telling how disappointed you are when it takes full 40 seconds to restart, here's what I have say to you: It's tough, you have my sympathies! Must be hard to have such a slow machine
