Restart takes 12 seconds (desktop to desktop)
Did your security software block the VBS file?
Ran the test with the bat file.
Wonder what parameters make it slower than the tool i usually use "startuptimer" ?
"Startup Timer provides two measurements: How long it takes for Windows to show Desktop, and also, how long it takes for the system to fully start. We define a system being fully started when the average CPU usage has dropped under 5%."

The file you used was VBScript rather than a batch script.
