    What is happening?

    When you are on VM, that means the PC is already powered on. It probably does not have to do a POST and just boots directly into the OS.

    Fast Boot on - cold boot - 12 seconds
    Fast Boot off - cold boot - 30 seconds

    Restart - 35 seconds

    Speed obviously depends on various factors but fast boot on from cold start will always win but of course, it takes a bit longer to shutdown if fast boot is on.
