I really need to wait until winter or getting some water cooling gear. These 2080 Ti seem quite severely thermally limited in both voltage and clock speeds.

Man I'm in Mexico right now for a work contract (Merida, Yucatan, Mexico) I've to wait at night and turn A/C full on and take off my side panel. No worries hehe. Try to lower power limit and voltage down a little and see if it helps.
