I would look for either an A10 from AMD or a higher end I5 from Intel based on budget. In a perfect world I would use an Intel I5-6600K.

My first Idea, what if we start with something like this and tweak it from there or throw the whole thing out and go in a different direction Price wise this is pushing it I would still need a monitor etc

    Hi.
This is just an example, based in part on what you posted above:

    A few notes here-
-Keyboard price is not included in total
    -No monitor included
-2x8GB RAM should be fine. You an always add another 2x8GB later
-On-board graphics can be used for now, then add a graphics card later, when finances allow
-I selected a SSD for OS and spinner for data
-Includes an external backup drive and BackUPS (A MUST!)
-Case comes with 1 case fan in the rear - may be all you need for now

Just something to work with - nothing more. I'm sure @essenbe will have some comments about it.

Another important thing is to set your budget, it's very easy to make an expensive machine, getting right deals not so easy.

Also Peter one thing you will have to include in your pricing for your new computer. You might have to BUY a copy of Windows 10, because if your Windows 10 version on your other computer is NOT a retail version, then you would also have to include the price of buying Windows 10 ....Home or Pro version. Which ever version you prefer.

I included a Retail key, so if he changes major components he won't have trouble re-activating the OS.
I also included the 2 most overlooked things: External backup drive and BackUPS
