Chuck, I wasn't trying for you to find a virus. If you have Cool & Quiet enabled, when you put stress on the CPU, the frequency should go up. You notice in your CPUz shot, the Multiplier says 17.5 (7-20.5) That usually means your multiplier is set to run from 7-20.5 but it is currently running at 17.5. Your Bus Speed is set at 214.99.
17.5 X 214.99 = 3762 But if you get it up to your max set multiplier of 20.5
    20.5 X 214.99 = 4407.

It's been a lot of years since I owned an AMD CPU, but that's the way it used yo work. But, your multiplier X Bus Speed = CPU Frequency. What is in parenthsis is the minimum-maximum your multiplier is set to in BIOS. Your Max is 20.5 but your actual was is 17.5. I hope I explained that right.

Maybe one of the AMD guys will come along and help you.

I think I do have Cool & Quiet enabled.

I did notice the multiplier, but I tried to change those yesterday in an effort to get up to 4.3 GHz and my PC wouldn't load Windows until this morning after I re-seated all the hardware and was able to boot into safe mode and run sfc /scannow. Right now, I'm "overclocking" using the OC Genie in my BIOS. Basically, pre-set OC settings.

I looked up my motherboard and overclocking, and it seems mine is a 4 phase board and to overclock its best to have 8+2 or 6+2 phase board. I have no idea what that all means, but perhaps it's my motherboard that isn't letting me get the most out of my FX-6300?

My motherboard is listed in my specs by the way.

I don't think the Phases will bother you much at all. It will only bother you usually when you start going for very high overclocks. Odds are, the OC Genie isn't setting something right. If you set it to an overclock and don't give it enough voltage or it throws your ram out of specs, it won't boot or you'll get a BSOD. If it raised the bus speed, as OC Genie used to do, it increases the overclock but also increases the Ram frequency.

So, should I increase the CPU ratio?

What is your stock CPU frequency, multiplier settings and Bus speeds?

Stock? I think the frequency is at 3762, my multiplier (it says ratio in my BIOS) is at 17.5MHz and my BUS speed (is that the same as FSB frequency?) is at 215.

So, it seems oc genie didn't do very much.

Here's a pic of my BIOS.

Try this. Set your ram frequency at 1333 (same timings), leave the multiplier the same and change the FSB from 215 to 236.5. That should give you a CPU Frequency of 4138 but your ram should be at 1466, a little slower, but it should work.

DISCLAIMER: I know very little about AMD overclocking. But, you are only talking about a 10% OC, which should be pretty safe. Proceed at your own risk.

What frequency is your ram? 1600?

Oh, one other thing. I can't change my FSB Frequency. It can only be at 215.

Chuck, the specs on your CPU state the CPU at stock is 3.500 and 4.1GHz turbo. So you should be running up to 4.1 at stock.
