    Cpu and heatsink question

A replacement motherboard seems to have a CPU but the seller says it doesn't also the heat sinks on the two motherboards are extremely different in size, any thoughts

Normally, only laptop MB comes with CPU soldered to it. Never seen a desktop MB that came with a CPU, unless you buy a combo.
Heat sink size depends on the the heat you want to extract. It is designed to match a CPU.

Cleaned off the thermal paste and have the CPU model, will re use my old one thanks it's a AMD A8-7600, pretty low powered which explains the small heat sink

Those MBs do not have the CPU soldered in. . YOu can tell, because there is a lever beside the CPU that you raise up and it will release the CPU from the board, and you just take out the CPU and replace it with another one. Those are definitely AMD Motherboards. Not sure if they are AM4 though

APU: AMD A8-7600 with Radeon R7 Series
    Cores/Threads: 4/4
    Socket: FM2+
    Released: July 31, 2014
    RAM: DDR3 2133 MHz

The OP didn't say what motherboard he had. Analyzing the photos I found the model:
