An Update - now that I am using an MSI motherboard.
One difference with MSI board is management of power options.
On an MSI board, in order to configure Sleep for Windows - if you want to keep USB ports powered in Sleep Mode so you can resume using the USB connected keyboard or mouse, your only option is to enable Wakeup Events by BIOS and then the ports are "live" and can wake the PC from S3, S4, and S5 states. S5 is in Shutdown condition. This means you can turn the PC on from Shutdown using keyboard or mouse. Not ideal in most cases.
It seems their assumption is that most people use wireless keyboard and mouse.
I was told on the MSI forums that I just need to learn to resume from sleep using the power button on the case, which works just fine.
