I have only repasted when having to remove the heatsink/fan from the CPU, haven't had any issue and I use Arctic Silver, have been since started building in a shop in '94. I don't smear it, use a 'glop' about the size of the nail on a pinky finger and let the pressure of clamping down the heatsink spread it out, avoids gaps/air pockets in the paste.

I've been using this on air cooled CPUs, since the dawn of time. Works fine, never dries out.
Has been getting more expensive though...

I just use approx. 3/8" (.95 cm), blob in the center of the CPU.

Note: The newer Ryzen CPUs, have 1, 2, or 3 chips under their heat spreader. So, the thermal compound must squeeze out closer to the edge of the heat spreader.

Here's a pic of the Ryzen 5800/5900, without it's... lid.

The Ryzen 3000 series CPUs have two chips, and the 2000 series have one chip.
Point being... they don't all have just one chip in the center, anymore.

Whatever CPU you have, just google something like: Intel 11700K delidded - pics
...to see what they look like without their hats on.

I'm kind of surprised the English haven't come out with a CPU whose Integrated Heat Spreader, looks like a bowler hat.

One of my favorite YouTube "influencers" (careyholzman) has built computers for a living for the past 30 years. He has pointed out multiple times in his livestreams that the difference between the best and worst thermal pastes is only a couple of degrees. The various techniques in applying paste (blobs, patterns, manual spreading) have as just as little effect on CPU temperatures. Removing the plastic protective cover from the heatsink does matter, though!
