Considering building a new PC/Help please

Hi. My old desktop just got the news that it does not meet the requirements of Windows 11. So I,m thinking of building a new computer. Haven't built one in over 8 years. Think I'm a little rusty.
    Would like either an I3 or I5, 8-16Gb memory, 250Gb SSd. The video card I'm lost on. I have a Dell 24" monitor, 1920 X 1200 (2407WFP) resolution.
I pay bills on-line. Check News, check grocery store ads. Print recipes my wife is looking for, and watch YouTube. I think thats the problem. YouTube has 4K, 8K, and even 12K resolution videos. I'm lost as to what kind of video card to get.
And I would prefer Intel CPU's. Don't want a compatibility issue somewhere down the line.

    Thank for any help.

Dell Optiplex 9020 Mini Tower Desktop PC, Intel Core i7-4770-3.4 GHz, 32GB Ram, 512GB SSD WiFi, DVD-RW, Windows 10 Pro (Renewed) 545$

Dell Optiplex 3020 Gaming Desktop PC - Intel Core i7 4th Gen 3.4 GHz, NVIDIA GeForce GT 1030 2GB, 8GB RAM, 512GB SSD, HDMI, DVI, VGA, DVD, New Keyboard, Mouse, WiFi, Windows 10 Professional (Renewed) 555$

Dell Optiplex 9020 Mini Tower Desktop PC, Intel Core i7-4770-3.4 GHz, 32GB Ram, 1TB (1000GB) SSD Drive, WiFi, DVD-RW, Windows 10 Pro (Renewed) 623$

Building a new one at the budget you mentioned seems difficult. But these old ones are very reliable.

I you want to build a new one the Board, CPU and Ram alone will cost more than that.

Thank you. Will the graphic cards work on the 24" monitor?

Don't forget, @milford want's something that is Windows 11 compatible. Those CPUs listed are not Windows 11 compatible.
