    Others here have likely got some great techniques.

    I use 99% pure isopropanol alcohol to clean existing paste with lint free cloth. I found it can strip writing, at least it did on my cpu a long time ago.
    I'm dong it same way, mostly but that might depend on cooler's surface, they are not all perfectly flat. CM Nepton 140XL for instance, I had to polish because surface was very rough, after that it took much less paste. Coolers with exposed/direct contact) heat pipes need some paste on them too. A lot of refinements may be needed, can't do them all same way.

    Very true. Last year I went with my first AIO water cooler. I don't overclock so I got a very quiet pc.

    Does the graphics tab show base and boost clocks for you @Cliff S looks the same to me just current core and memory. Maybe its just for newer gen GPUs?

    My go to paste is whatever the hell came with my Dark Rock Pro 4 cooler. I did a pea size drop in the center of my Ryzen 9 5900X. Set the cooler on top and screwed it down. My PC is super quiet, my temps seem to be just fine and I'm happy with the results.
