RE: R7 5800X - Has anyone mentioned before that with a new install the Ryzen Power Plan is no longer needed ? I did some research & it says not needed for 5000 series only the lower number models ?

I installed the chipset driver in twice just to confirm it was not a install error !

Yes, you are correct. 5XXX CPUs use windows power plans

Other Ryzens can also use windows or other Power Plans. If there's no manual OC with manual multiplier and voltage, all PPs worked fine. I generally use Widows Ultimate or 1usmus general PP.
Even with those PPs and with Minimum processor state at 100%, cores still go to sleep and ones working, work at minimum frequency at true idle (1% or less).
