i7 3820 3.8 OC faster than i7 7700K 4.8 OC in Windows

This is confusing me for some time. My old PC which has i7 3820 at 4.2GHZ works faster in Windows operations like browsing than my new PC with i7 7700K at 4.8GHz. The only difference is that the old PC has 16GB quad channel DDR3 memory while the new one has 16GB dual channel DDR4 memory and the old one has ATI 7970 and the new one has NVidia GTX 1070. Of course my new PC is much faster when running games, but when using Windows and doing stuff like browsing the old one is seriously snappier. Is higher memory bandwidth that important?

Web Browsers rely a lot on caching and pre-emptive downloading for their speed, so your Processor + RAM memory has absolutely nothing to do with it at all.
It is dependent on your Web Browser and settings and use.

Same applies to Windows which has various features/effects you can enable/disable which can make it appear slower to use.
Again absolutely nothing to do with your Processor + RAM memory.

Basically it appears faster because all the information is there already and is brought up right away

It's not the CPU+Memory combination it's just the memory doing it's job and keeping your files in tact

All you are doing is replicating previous sites you went to start running a new program on both watch your I7 struggle with it

Also keep in mind Both chips have difference cache sizes too I73820 being 10mb and the 7700k 8mb

Most likely it's a personal feeling the 3820 is probably round the 4000 series in intels chip performance that's the only real comparison otherwise the 7700k should be 20-25% quicker all around

It is not only browsing the web. Clicking icons and opening windows, settings, running programs, using Steam... All graphical user interface operations are snappier.

This PC with 3820 has an old OCZ SSD while the 7700K PC has a new Samsung NVME.

Of course operations that requires CPU power takes longer on 3820 PC but the general usage is "snappier".
