That's your HDD temperature, to monitor CPU temps, you need Core Temp or HWmonitor.

That is a normal temperature for a HDD no worries, mine is currently 32°C. It is rated up to 55°C. See the Toshiba data for that drive.

For an indication of fan speed look in the Toshiba utilities, in mine it is in Toshiba PC Health Monitor. For my fan it is 0%, 53%, 100%.

Other fan speed applications may not work with a Laptop.

About 90°C for all Intel processors. They do have thermal protection.

That is "thermal design power". Mine is only 15W.

31 degrees Celsius is OK for a idling CPU. No need to worry. Yours is actually showing the HD temps! But again, perfectly safe! :)
